ASHLIN was founded in 1996 by CEO and owner Linda Botts with just two employees, one being herself. Her commitment to aiding clients and serving the public sector established ASHLIN’s foundation in creating applicable, culturally conscious solutions using data and technology. Fast forward over 25 years and ASHLIN has grown exponentially across the Federal and Private sectors. As the needs of our clients have evolved, so have our areas of expertise. ASHLIN now offers a suite of professional services and digital solutions, all tailored to the unique and changing needs of our clients. ASHLIN is also a Small Business Administration (SBA) Certified HUBZone Firm and a SBA certified Economically Disadvantaged Women-Owned Small Business (EDWOSB).

Our Leadership Team

Linda Botts, Chief Executive Officer

Linda Botts is an accomplished professional with over 30 years of experience in corporate leadership, contract administration, financial management, and strategic planning. She is a graduate of Howard University and has a deep commitment to providing high-quality consulting services. In 1996, she founded ASHLIN, a consulting firm known for its excellent service and attention to detail.
As the founder of ASHLIN Management Group, Mrs. Botts is dedicated to ensuring the satisfaction of every client. She serves as the Corporate Monitor on ASHLIN contracts, providing oversight and guidance to ensure that projects are completed on time and within budget. Her contract administration and financial management expertise have made her an invaluable asset to the firm.
Before founding ASHLIN, Mrs. Botts served as the Deputy Chief Administration Officer for Health and Human Services Programs in Prince Georges's County, Maryland. During her tenure, she developed innovative and culturally competent approaches to improve the efficiency and productivity of human services programs. In addition, her expertise in strategic planning and program development has been instrumental in helping ASHLIN clients achieve their goals.

Samuel Botts, Chief Operating Officer/Senior Advisor

Samuel Botts, Jr. oversees business operations, business strategy, new business development, and ASHLIN’s products and services. Prior to his role as Chief Operating Officer, Mr. Botts was ASHLIN’s Chief Financial Officer. Mr. Botts was instrumental in founding ASHLIN's Business Intelligence and LMS divisions. Mr. Botts holds undergraduate degrees in science and engineering from Morehouse College and Georgia Tech and graduate degrees from the University of Michigan (engineering) and the Wharton School of Business (MBA).

Dr. Jennifer Buelin, Project Manager

Dr. Jennifer Buelin leads Workforce Development and Career and Technical Education initiatives for ASHLIN. Her work includes developing strategic partnerships to advance the impact of ASHLIN's training and development services, e-learning platform and services, and data visualization and analytics tools. A former STEM Education professor, National Board certified classroom teacher in CTE, and published researcher on creativity in technology and engineering education, Dr. Buelin served as director of the ITEEA STEM Center for Teaching and Learning and has served as president of both the North Carolina Technology and Engineering Educators Association and the Mississippi Valley Technology Teacher Education Conference.

Dominic Berger, Project Director

Dominic Berger serves as the IT Manager and Technical Lead for the Digital Learning Platform at ASHLIN.  His expertise is in user experience design and the development of highly customizable, state-of-art LMS platforms that meet clients’ specific delivery needs. Mr. Berger’s work with the CDC-supports workplace wellness platform, Work@Health®, delivered training and technical assistances to hundreds of trainers and employers nationwide.

Nicholas Hobar, Digital Learning Platforms, Resident Expert

Dr. Nicholas Hobar has assisted ASHLIN and hundreds of employers to create customized learning management systems for different training audiences. He has delivered both classroom and online professional development programs for the public school, higher education, government, and corporate sectors.
